Operation
Supporting participatory integrated fisheries-resource management systems
These actions are designed to ensure the sustainability of marine resources and protect their habitats, by bringing stakeholders into the process of defining and implementing management.
Taking into account the lessons learned by INTEGRE, the operation will be based on preliminary work to determine which actions should receive PROTEGE’s support (status reviews discussed during territorial and then regional workshops).
Participatory marine resource management actions, including land-based activities, will then be implemented in New Caledonia, French Polynesia, and Wallis and Futuna, in particular via management committees while looking for synergies between the OCTs and with the region.
4 actions
- Multi-stakeholder discussions to review the current status and select the actions to be supported (which resource management initiative? Which local structure locale to lead it?, etc.)
- Implement participatory integrated fisheries-resource management activities
- Support territorial dynamics for setting up a sea-cucumber-resource management plan

- Hold a territorial workshop to educate all the municipalities in French Polynesia about the regulated fishing zone approach and promote that mechanism. Networking regulated fishing zones, their relevance, implementation methods and means and opportunities will also be discussed
- Structure the network and identify a network host, an attractive and easy-to-use means of communication, and share experience
- Hold a territorial workshop at the end of the program to do a final review of the regulated fishing zone activities, build on them and plan the network’s future prospects.

- Develop and implement lagoon-resource management plans to ensure sustainable use and involve local communities in governance so as to raise their awareness and strengthen ownership. Most often this action will take the form by classifying regulated fishing zones and creating a management committee in charge of monitoring the management plan, making it work and changing it as needed
- Status review on Wallis and Futuna: report on past experiences or attempts, environmental assessment and evaluation of communities’ likelihood to take action
- Organise exchange visits to demonstration sites
- Hold territorial multi-stakeholder workshops to present the issues of community coastal-resource management and determine management arrangements
- Set up a community management committee in charge of drafting, monitoring and applying the management plan
- Set out a management plan (issues, objectives and actions)
- Carry out a communications and awareness campaign (support local marine-environment education initiatives, produce communication materials, implement participatory science protocols)
- Implement management and monitoring plan
- Integrate community marine-resource management into public policies
