Structuring the organic agriculture sector
This operation is designed to provide a better understanding of the market, operational support and solutions to the various organic chain stakeholders.The first link in the operation is support for POS organic certification, which is currently mainly issued through participatory guarantee systems (PGS). Initiatives for group and third-party certification are emerging and should be supported. The operation is designed to propose operational solutions for certified production to ensure traceability throughout the value chain. Finally the operation is designed to provide operational responses and solutions for developing local production of fourth range organic products, which is a prerequisite to their use in food services.This operation is also designed to propose public support mechanisms that are compatible with the territories’ financial resources. Finally, setting up an organic agriculture monitoring agency will guide the sector’s public and private stakeholders and help them inform the various organic agriculture development programmes and policies.

• Consultancy on creating an organic agriculture monitoring agency
• Set up the monitoring agency based on the outcomes of this consultancy
• Evaluate organic product processing’s potential and difficulties: markets by major product categories (raw materials flow, on the farm or via specialised factories, existing agrofood equipment, production costs)
• List know-how and practices
• Identify traceability and packaging options that are compatible with the territories’environmental challenges (zero plastic)
• Assess current support measures
• Literature review of existing aid in other countries and territories (Pacific region, EU),
• Formulate proposals –where needed - on better adapted and costed measures (per-year estimates), to make it possible to meet organic development goals set and which are realistic in terms of current agriculture funding
• List areas where the various associations in charge of organic certification or promotion need support (manual and procedure consolidation, developing technical and financial mechanisms for setting up certification, etc.)
• Set up training sessions and consultancies to increase the association members’ expertise
• Carry out consultancies where needed to improve PGS and group certification procedures
• Develop a viable economic model for third-party certification
