This operation aims to:
- improve knowledge of flood hazards based on existing information and by setting up a flood monitoring system; and
- strengthen community resilience by building flood protection or alert systems

This action item is intended to preventively improve risk culture in New Caledonia by:
- assessing the territory so as to identify the most vulnerable communities and infrastructure
- developing flood prevention guidelines for urban planners and testing their application
- devising an action and investment plan to improve risk culture; and
- setting up initial protective measures to reduce vulnerability (signage, barriers and flood markers, etc.)
In French Polynesia there are plans to study the effects of soil sealing on Tahiti by analysing satellite images so as to guide land-use and town-planning policy accordingly.
In New Caledonia and French Polynesia, this action item aims at raising community awareness of watercourse dynamics and flooding hazards in general.
This action point involves New Caledonia and French Polynesia and aims to set up a flood warning system there.
- In New Caledonia, a study will look into the feasibility of a flood forecasting system and recommend an action and investment plan for it
- In French Polynesia, the plan is to set up real-time river gauges and flood warning equipment in three watercourses. This type of equipment already exists in New Caledonia and synergies will be sought.
