This operation aims to:
- lay the groundwork for a water-monitoring agency in each OCT by setting up similar equipment sets to facilitate skill development and maintenance, equipment maintenance, resource monitoring and data interpretation and regional comparison; and
- carry out regional surveys to strengthen water stakeholders’ knowledge

This action should allow :
- the development of a common framework for action between the OCTs for monitoring water resources
- the definition of a common set of instruments for measurements (rain, flow, piezometry, conductivity, etc.).
- the setting up of a common "web service" type platform, with a version for each OCT, for the banking, processing and use of data.
- the development of tools or guides necessary for the installation and maintenance of equipment as well as for the collection and interpretation of data
This action aims in the various OCTs at setting up the measuring stations necessary for the collection of data:
- In Wallis and Futuna, a monitoring network (piezometry and conductivity) is planned for the drinking water wells in Wallis and water level measuring stations on the 5 important rivers (drinking water or hydroelectricity) in Futuna.
- In French Polynesia, a monitoring network for the Fautaua River and Tahiti's groundwater is planned.
- In New Caledonia, it is hoped to strengthen the quantitative and qualitative monitoring network on main-land and the Loyalty Islands.
